The Dwarves got seven, Men got nine, and so on and so forth. There were 20 Rings in total, and Sauron had a hand in the creation of all of them, as they were an effort to turn all of the most important leaders in Middle-earth to his side of evil. The general idea was that he would have a Master Ring aka the One Ring that would control all of the others, and he would have the land within his grasp. The most important of all of these except for the One Ring, of course might be the Rings gifted to the Elves, as Sauron was particularly interested in ruling over the Elves, since he was at war with them and any other effort to defeat them would have required an army bigger than what he had access to. Their wearers could be controlled by the wearer of the One, and if the One was destroyed, their own powers would fade with the power of the Rings under the One.
