The film had its world premiere on September 5, , in the main competition section of the 75th Venice International Film Festival. On July 22, , Anders Behring Breivik dresses in a police uniform, loads a van with home-made explosives, and drives to Regjeringskvartalet , the executive government quarter in Oslo , Norway. He leaves the van outside the office of Prime Minister Jens Stoltenberg. Moments later, it explodes, causing several casualties. When they learn of the bombing, one student, Viljar Hanssen, calls his parents to make sure they are unhurt. Breivik arrives at the ferry landing and informs staff that he is a police officer, sent to secure the island following the attack in Oslo. The camp director transports him to the island by boat. Breivik instructs the staff to gather the children in one location. When the head of security asks for ID, Breivik shoots him and the director dead. The children flee as Breivik opens fire, murdering dozens. Viljar and his brother Torje hide on a rocky embankment on the beach. Viljar calls his mother to tell her a shooting is in progress.

Greengrass' film splits its focus evenly between Breivik and one of the victims of the attack, Viljar Hanssen Jonas Strand Gravli , who was shot five times but survived to bear witness at Breivik's trial. Here we'll break down the differences between the events in Greengrass' film and what actually happened during and after the attack, as well as the meaning of 22 July's quietly powerful ending, which emphasizes survival and perseverance rather than despair. The portrayal of the attack itself hews closely to the official details. You can read Viljar Hanssen's testimony in full here , and it differs considerably from the dialogue in the film's version of the trial. In particular, Viljar joking that he is glad to be blind in one eye so that he doesn't have to look at Breivik is fictionalized, though Breivik was present while Hanssen spoke. Otherwise, it seems as though Hanssen and his brother's attempted flight from Breivik was recreated quite accurately in Greengrass' film. In his testimony, Hanssen says that his brother, Torje played by Isak Bakli Aglen in the film , called their parents during the shooting, and Hanssen says that it "annoyed" him because he didn't want their parents to worry.

The film is tough to watch and it never feels like glorifying the right wing opinion of the terrorist at the core. While not focussing on the actual shooting and the explosion, the movie does an excellent job in showing us the emotional and moral dilemma of lawyers defending people like Breivik, how a democratic country like Norway handles such horrific cases and, most of all, focussing on the emotional trauma of victims and their families and their way of trying to recover from such an event. Maintaining a perfectly straight, albeit razor-thin edge between up close and personal and enough distance to stomach the violence, Greengrass delivers a flawless home run with this portrayal which focuses on the humanity of the inhumane violence without pandering to victimhood or glorifying the disgusting villain. It's July 21, Norway. Everybody knows it went on for much longer It all builds to a powerful climax, but I think an hour shorn off the running time would have made for a greater movie.
