Yamaha outboard serial number missing

The engine is clean, guy has the title for everything else but he is the second owner of the motor. My first and foremost is that I want to make sure that the motor is not stolen. I don't have any reason to think it is but with the plate missing it makes me wonder. There are no signs of the plate being pryed off of the motor either. I also want to see exactly what motor it is. Another plate says that it is a max power rating of 50KW. No BHP rating is on the motor. There is a 70hp that has a very close KW power rating according to NADA that is also a 4 cylinder motor, but according to everything I have read, the manufacturer date now determines the model year.
The outboard is a Yamaha four stroke, im not even sure of the HP but believe it to be a Boathook Well-known member.

Over the years, manufacturers have changed where this information is located on an outboard. I'll try to be as complete as possible below, while keeping this reasonably simple. On older Mercury outboards, going back into the 50's and possibly even earlier, the serial number would generally be viewed at the leading edge of the swivel bracket, as seen in the image below.

There are no signs of the plate being pryed off of the motor either. This will be tough. Is there a preferred way to emulsify the oil evenly in the petrol?
