XMoto cc won't start with new carb.

After I cleaned air filter and carb the bike wouldn't start so I purchased and installed new PZ30 Carburetor and bike still will not start. The bike is getting fuel to the carb ok and getting air ok because air filter is very clean. And it is getting good blue spark ok from spark plug as I tested it.
