Embers of Neltharion features all new Tier Set armor for every class. Set armor bonuses in Season 1 had relatively low impact on gameplay and rotations, because we wanted to give the new talent system room to shine. In Embers of Neltharion, set bonuses can have more impact on your resources, cooldowns, and talents. Some bonuses are enhanced by playing certain talents, and some build on popular talents in the middle sections of trees. Throughout these designs, we intend for players to feel able to play the overall build or strategy they prefer.

New tier sets can remove a powerful ability from the previous set or give an underpowered class new tools. A new raid brings new gear that can lift a struggling class out of obscurity. Some classes just scale better as an expansion goes on. All these factors and more must be weighed to understand who will be the best DPS in patch Enchancement Shaman has had it good for a while. Not only is their damage consistently near the top of raids both late in Shadowlands and early in Dragonflight, but the class is especially valuable when other melee classes are strong. Although Warriors are not especially overpowered this time around, between the reliability of Rogues and the surge in power for Retribution Paladin, Enhancement will have a lot to contribute in the new raid.
