Hi all, so, I've had Skyrim since it came out pretty much, and I've never had a problem like this, until now. She checked Rorikstead, and they aren't there either. The Alik'r warrior who's supposed to be in jail in Whiterun isn't there. While she was busy, I found the Alik'r warriors in the forest interrogating a Redguard woman and paused it until she came back She's completed Dragon Rising, she's a level 37, but the quest just didn't trigger in her journal. I had her double check it and it isn't marked as completed, it isn't in her Miscellaneous by any chance, and it isn't in her actual active quests.
There is no marker that leads to the Redguard woman that the Alik'r are looking for. Calm allows you to collect the extra reward of gold, but when it wears off she will be permanently hostile. Both characters will be dead, but you will have gained maximum rewards, equaling 1, gold plus random jewels, a curved sword, and their clothing.
Upon entering Whiterun for the first time you will overhear a couple of Alik'r Warriors talking to the Whiterun Guards about locating a Redguard woman. It turns out that they have been barred from entering the city, and one of them even has been to jail. Speak to them and they will request your help. It is also possible to encounter Alik'r warriors harassing any number of Redguard women throughout Skyrim. Talk to her, bringing up the Alik'r Warriors, she will take you upstairs to a private room.

He says that they want to capture her because she sold out the city of Tenath to the Aldmeri Dominion, which made Tenath fall during the Great War. Now that the resistance against the Aldmeri Dominion is strong in Hammerfell, they are hunting down Saadia for her crimes. When two strongly-opposed ideologies clash, there is rarely room for compromise. However, this is also part of the RPG experience.
