The city proper is located on City Isle , which lies in the center of Lake Rumare , but continues across the lake and merges into ruins left by the Interregnum and the villages of the southern Niben River. The city stains the mouth of the Niben red with the tinmi soil of Rumare's shores. Before the founding of the city, when Beastfolk dominated Tamriel, the native Bird Men lived on the eight islands.

The circular city is on City Isle, an island in Lake Rumare in the Heartlands region at the center of the Imperial province. Surrounding Green Emperor Way are six districts, starting in the northeast and going clockwise:. Talos Bridge connects the island to the mainland near Weye to the west. It is the ancient capital of the Ayleids , and home of the White-Gold Tower. Unlike the other towns in Cyrodiil, the city itself does not have a coat of arms of its own and instead uses the black dragon that is the Imperial insignia. These comprise the temples, markets, arena, docks, university and residential districts of the city. Below the city, there is a complex sewer system, seemingly designed by the Ayleids for the subterranean movement of goods as well as disposal of sewage. There are also two smaller walled districts located outside of the city proper. The Arcane University is located to the southeast and the Imperial Legion Compound which includes the Imperial Prison is located in the northeast. The last district is the Imperial City Waterfront , the harbor district, which is located to the southwest of the city proper. The Elder Scrolls , powerful tools of prophecy and divination, are also located within the confines of the White-Gold Tower, and are guarded with fanatical devotion by the blind priests of the Cult of the Ancestor Moth and the Imperial Legion.

The Imperial City Dungeon , located on a separate segment of the Imperial City and connected by a stone bridge, is a storied place of myth and history. It is in truth most notorious for an absolutely factual historical event that tore at the heart of the Empire of Tamriel and ended the very Septim line of Emperors: it is the site of the assassination of Uriel Septim VII at the end of the Third Era , by the daedric cult known as the Mythic Dawn. Thus began the Oblivion Crisis , a far scarier tale than any myth told about these old dungeons.

The Soulburst of 2E or 2E was a massive explosion of arcane energy which sundered the veil between Nirn and Oblivion , and disrupted the connection between the souls of the denizens of Nirn and their mortal hosts. Now the district is filled with bonfires beneath a thick blanket of smoke. Starting from the northwest, the Imperial City's series of concentric districts begin with the Elven Gardens. Once this ritual was complete the Drake of Blades became the immortal guardian of the Brazier and the Dragonfire Cathedral, blessed with the power of Akatosh himself and forever bound to the temple. The next morning Morihaus shook the White-Gold Tower by smashing into it; the humans of the rebellion had finally claimed the City for Alessia. It is built entirely of stone, in a circular pattern on a river island, with bridges providing access to each of four quarters; two of the bridges lead to exterior sections of the city, the Imperial City Dungeon and the former headquarters of the Mage's Guild , the Arcane University. Those caught collecting on behalf of the gangsters were charged with a prison sentence of one year and one day.

Some notable figures include Prince Camarril and the Trentius family. The statue of Talos, or Tiber Septim , is located in the middle of the Arboretum, encircled by the statues of the other Gods. The Arena is also used for other events such as musical symphonies [47] , troupes of acrobats, [48] and even mock naval battles. The Market District or Memorial District is located in the northeast section of the Imperial City and is the main hub for trade in the City. With its invasion, the prison was also abandoned by its once steadfast guards. This is the site of all gladiator combat in Cyrodiil following the destruction of Kvatch and its arena.
