The same key as all other pod programs. I got the game in the latest Big in Japan digital sale.

However, some of their dialogue can be pretty misleading. To do this, go to your Skills menu and select the Pod Programs tab. By default, your Pod should have the Laser program equipped unless you purchased other programs, of course. Select it, and change it to the Scanner program. With your newly equipped program, head out into the open world and hold down the L1 button.
