Missiletainn 8 years ago To create all the pokemon but to do that mew needed some DNA from the creator itself that he used to create all the other legendaries and therefor Arceus was before mew :D. Replies 5 Views Arceus is a god, gods don't have DNA like mortal beings do. That feat alone would allow Dialga to mess with Mewtwo and manipulate its surroundings.
