It is the twentieth and final entry of the Heisei Era , serving to commemorate its 20th Anniversary , and the thirty-third series overall. The motif of the series is time. The series' tagline is " Go beyond space-time! Producer Shirakura stated that like Decade , Zi-O was the culmination of the entire Heisei-era, which would end when Prince Naruhito ascended to the Japanese throne in Shirakura was also extremely hesitant to bring back former actors as well as deal with the tricky concepts of time travel like Den-O , but his associate producers convinced him to tackle them as Shirakura was willing to give it a try. Both Gaim and Ghost had began the idea of having multiple Riders use the same transformation belt, similar to how Super Sentai Rangers transform using the same device but in a more controlled setting. Shirakura had liked the idea, and allowed both Geiz and Tsukuyomi to use a Ziku-Driver like Sougo to transform.

He is aided in his quest by Geiz Myokoin, a resistance fighter also from capable of becoming Kamen Rider Geiz who initially intended to kill Sougo to prevent his future tyranny, and a self-titled prophet named Woz, who wants the youth to become the tyrant Ohma Zi-O, who later gains the power to become Kamen Rider Woz. Along their journey, Sougo and his friends meet several Kamen Riders from the past and their allies; earning their trust and obtaining their powers. Following his high school graduation, Sougo discovers that Swartz, the Time Jackers' leader, is Tsukuyomi's older brother and was manipulating both the Riders and his fellow Jackers in his plan to fuse the entirety of the Kamen Rider multiverse into a single, unified world to destroy it and save his world. Despite their best efforts, Sougo and his allies fail to stop Swartz until the former accepts his destiny and becomes Ohma Zi-O to destroy him. However, instead of taking control of the world as foretold of him, Sougo renounces his powers to undo Swartz's damage; creating a new reality where he lives in peace with Geiz, Tsukuyomi, and the other Time Jackers. Despite being troubled by this possibility, Sougo chooses to continue following his dream while changing his fate, accepting the power to become Kamen Rider Zi-O and declaring that he will become a benevolent tyrant instead. Despite Geiz and Tsukuyomi's reservations, Sougo considers them friends and trusts them with his life, asking both of them to kill him should he follow the path to becoming Ohma Zi-O.

An 18 year old high school student who dreams of becoming a king one day so much so that he even mentions it during guidance counselling at school. No matter what predicament he falls in, he smiles and has a positive outlook. Although he is told suddenly by Tsukuyomi, who has come from 50 years in the future, that he has become the demon king in the future who rules the world, he uses this as motivation to become a king who realizes the happiness of his people.
