When Giovanni first found out about Chansey, he demanded Jessie hand out over to Team Rocket since Chansey were quite difficult to capture. Jessie refused, of course. Chansey, seeing her best friend go against her boss's orders for her sake, maxed her happiness and she evolved into Blissey. Despite Giovanni still wanting to sell Blissey, he accepted that it wouldn't happen. Blissey served as Team Rocket's doctor, though she was clumsy when rushed and didn't like taking orders from anyone but Jessie. Despite her master's position in Team Rocket, Blissey is happy and kind to those around her, so long as she's not in battle or someone doesn't hurt Jessie. Her lifelong dream was to be a Nurse, but that later changed when all she wanted was to make Jessie happy no matter what. When Jessie gets hurt, Blissey panics [1] and begins sending out Heal Pulse after Heal Pulse despite it doing very little to humans.

Nurse Joy reviews the security tapes to see who took the food, which expose Blissey as the culprit.
