The Office of the Commissioner sets policy and standards for the center and oversees its operation, thus ensuring that statistical quality and confidentiality are maintained. Administrative Data Division ADD oversees planning, design, operations, statistical analysis, reporting, and dissemination of administrative records data at the elementary, secondary, and postsecondary education levels, and on libraries. Assessment Division AD creates, designs, develops, implements and reports on the National Assessment of Educational Progress at the national level and coordinates assessment and related data collection activities with the states. There are also two legislatively mandated entities that contribute to the mission of the NCES. The Advisory Council on Education Statistics ACES , reviews general operating policies and advises the Commissioner on standards to ensure that statistics and other information disseminated by the Center are of high quality and are not subject to partisan political influence. In addition, the Commissioner is responsible for overseeing the operation of the Center and ensuring that statistical quality and confidentiality are maintained. In performing its responsibilities, the Immediate Office of the Commissioner ensures that the operations of the Center are consistent with OERI, Department, and federal standards, policies, and procedures, and that they are carried out in an effective and efficient manner, and are customer-oriented. The tables included in the report present detailed information on what bullying looks like, its effects on student health and academic performance, and related aspects of school crime and safety. Approximately 19 percent of students ages 12—18 in grades 6—12 reported being bullied during school, including 17 percent of males and 22 percent of females. Bullying was reported by approximately 26 percent of middle school students and by 16 percent of high school students. Approximately 20 percent of all students who were bullied reported negative effects on their schoolwork, and 44 percent reported notifying an adult of the bullying.
