Its easy to get the bullet time after a few deaths. Im not sure but i feel like the weapons can hit more times if you do it in bullet time before they break In second phase you have to fly and use the bow in the air to enter in bullet time, then shot the eye and get some more hits. If still you cant do it probably your best option is come back to it when you have more life, upgraded armor and better weapons If we'r talking about the same shrine one in the sea then i think the reward is worth.

The Katah Chuki shrine is located to the southwest of the Hyrule Castle and is surrounded by Guardians. Once you are done here, our shrine locations page can direct you to the next nearest shrine to tackle. The most difficult part of Katah Chuki shrine is getting to it. If you have a ranged weapon you can hit him with it while he's doing this, otherwise just wait for him to stop.
