With the No Steps Back update, managing supply lines got more complicated to say the least. Supply is a representation of everything your army needs to function, such as equipment, fuel, and manpower. Without supply, you will find your divisions have some serious debuffs applied that make it difficult to keep up the fight. It effectively represents your capacity for divisions in a province, and going over it will inevitably lead to problems for you. Some consequences of not having enough supply include no manpower reinforcements, fuel not reaching your divisions, and your divisions taking attrition. All supplies originate in the capital of your country, making it vital that you control the capital and the areas around it.

The most important and complex element is the system of supply, which was overhauled in version 1. Each land unit also has an internal supply situation, that is separate from, but related to, the level of supply in a province. Hub supply is provided by the network of supply hubs, ports, railroads and convoy routes that distribute supply from your capital to your forces at the front. Aerial supply is provided by transport aircraft on a dedicated mission and is available in an air zone. State supply is a fixed level of supply for each state, that is available to all units in that state for a contested state, state supply is split between the contesting nations. As long as the total amount of supplies required by units in the province is less than that supplied, units will be fully supplied. Once the total supply required is more than that available, the units affected will experience penalties more on that below. Supply is shown in the game primarily via the supply mapmode. The supply mapmode shades each province by its supply situation. These change in gradients to elegantly display the supply situation at a province level in a way that is digestible for hundreds of provinces at once.

It is worth bearing in mind that naval units have access to the full amount of potential supply from the hub they're drawing supply from rather than being limited by what the province can support as well, as per land and air units , so it is far, far less common for naval units to be undersupplied than it is for land or air units. If a division is below full supply, a faded or bright red crate icon will appear on its on-map icon, and on its icon in the list of divisions in the army. For supply hubs, the base capacity increases for each additional level of rail connection to the capital, based on the smallest rail level at any point in that connection so, for example, if there are three stretches of track, two at level 2, and one at level 1, the connection is considered to be a level 1 connection — to upgrade it to a level 2 connection, the level 1 stretch of track would need to be upgraded to level 2.
