Covenant is a thriving human community with a startling secret. There is 1 locked safe and 1 special weapon in this location. The small but well defended settlement of Covenant is made up for 4 houses, and is smartly protected by high walls and a series of automated defense turrets on all sies. Its population is also heavily armed and fairly combat-capable if provoked. The only entrance to the community is through the front door, which remains locked until you have passed a test from the man guarding the front door. The test is nominally intended to gauge a visitor's mental state.

I already bought the Legendary items and the only reason i see to keep Penny around is for the shipments she sells. So should I just kill them all off and get new settlers there or just deal with all of them standing around? Few RPG franchises have quests as memorable as the Fallout franchise. Set in a post-apocalyptic wasteland that never developed transistors, Fallout is all about how humanity behaves after the world goes south. Tough moral choices and heavy roleplaying are a core part of the franchise. Despite Fallout 4 removing many RPG aspects compared to past entries, it still has a plethora of memorable quests for players to embark on. One of the most memorable quests is "Human Error" where players investigate a missing caravan from a cult-like town named Covenant. It is one of the few quests that have skill checks and moral decisions to make. Here is a complete guide for completing the "Human Error" quest in Fallout 4. To find Covenant, head east of Mystic Pines on the northern end of the Commonwealth. The town is easy to spot, being the only customizable settlement in the game that has concrete walls and turrets pre-installed. This test asks the player a few questions about how they would behave in a certain scenario to confirm they aren't a synth.

The test is nominally intended to gauge a visitor's mental state. Answering the test questions there are no wrong answers allows a visitor access to Covenant's main areas. Two high speech checks will reveal that the test was designed to weed out "undesirables" from entering the community - namely, synths. Inside, there are four buildings, with a workshop and small farming plot near the entrance The workshop cannot be used until the resolution of the side quest Human Error.

Through an Expert-locked door to the north is a prison cell, and an office containing Dr. Surveillance bunker, Fort Hagen and the Mayor's Bunker had no evidence of life after nuclear war, the places were abandoned eventually with some remnants of government dying out within there.
