It just feels weird sometimes when I'm spam healing during certain boss mechanics to have to debuff the boss every 15 seconds or so, when I could be using that time to apply a buff to myself or the team and let the tank debuff the boss since he's already doing that

Or is it more for the Magickasteal that people expect healers to run it, though I was running Energy Orbs and no one should have had resource issues anyways Elemental Drain: This passive ability's magicka restore will no longer erroneously trigger on damage-over-time ticks, or multiple times for a single ability cast. This will allow the status effects from the ability to continue while multiple applications are active, or when other sources of Major Breach apply and override this. Because if they were actually good at what they did, they would have prepped the group ahead of time instead of QQ-ing after or during the fact.
