He was a former Celestial Dragon who gave up his doflamingo father due to his desire of wanting to live amongst the masses and the father of both Donquixote Doflamingo and Donquixote Rosinante.
Saint Donquixote Homing was the father of Doflamingo and Rosinante. A former World Noble of the Donquixote Family , he withdrew from his position and left Mary Geoise in order to live a normal life with his family. After suffering two years of abuse from prejudiced civilians, Homing was killed by his then ten-year-old son, Doflamingo. Homing was a tall man, with dark blonde curly hair which reached to his shoulders, styled in the traditional way of the Celestial Dragons. He sported an impressive mustache, and, unlike his amoral brethren, possessed remarkably kind facial features and a rather thin face. He wore the typical garb of a World Noble during his tenure at Mary Geoise : a thick white suit with medal-like knobs on it, and a blue collar. After renouncing his status, Homing lowered his hair from the World Noble style, and switched to ordinary fine clothes, consisting a simple cyan dress shirt, dark pants with a light green cravat.

Then one day, Doflamingo's father, Donquixote Homing decided to revoke all his privileges as a Celestial Dragon alongside the rest of his family and wanted to live in the world with people who did not have the privileges as the nobles. As a result of his decision, the Donquixote Family left Mary Geoise and made their way to the North Blue to live the rest of their lives in peace. Doflamingo was upset by this decision as he no longer had slaves or the power he once had.
Doflamingo was born the eldest son of Donquixote Homing , a member of the Donquixote Family , one of the twenty royal families that formed the World Government and moved to Mary Geoise. Two years after his birth he would gain a younger brother named Donquixote Rosinante. However, when Doflamingo was eight years old, his father, Homing, chose to cease being a World Noble and live a normal, but still somewhat well-off, life along with his wife and two children. After moving to an unknown northern country, Doflamingo was still accustomed to his old lifestyle as a World Noble and arrogantly expected the commoners to bow for him. Despite his father renouncing his World Noble title, the people who they tried to live among resented them due to their longstanding hatred for the World Nobles. Subsequently, the people of the country persecuted him and his family.

As they prepare to use their strongest attacks against one another, Doflamingo made it clear that he felt no remorse for all the terrible things he had done and that people were meant to controlled by him since he was royalty. After becoming king of Dressrosa, Doflamingo manage to create his underground manufacturing operation in Dressrosa to help produce and sell weapons in the underworld. However, Homing's choice was a negative turning point for their father-son relationship, as his choice dragged his entire family into a life of persecution and suffering, which Doflamingo blames and curses his father for to this day. While on board the ship to Impel Down, Doflamingo talked to Tsuru about his defeat and how Fujitora turned his back on him. That's why I would like to step down from my status.

Doflamingo then announced to everyone on Dressrosa the people he wants captured listing Usopp as someone of top priority because of knocking Sugar unconscious. As a World Noble , he could do as he pleased, without facing any legal consequences. Unfortunately for him, the Celestial Dragons no longer cared about a traitor who had declared himself a mere human, and callously refused his request, warning him to never call them again. I think he was justified.
