The image in and of itself is arousing, depicting Misato more as a potential love interest for Shinji than a mother figure or guardian.

I would definitely believe she saw Shinji as little brotherish figure. We can tell that Shinji emotionally insecurity, who is vulnerable in his own way, where it could lead Misato to come into his life as a comfort zone for Shinji, however her only way to give them comfort is to sex. So as you guys can see, it seem Kaji and Shinji are the two person that she really care or seem to desire about. And it's okay for me to be here! She also was very flirtatious around Shinji when they first meet. But she and Shinji are a symmetric couple in their desperate need for someone else but asymmetric in their power structure, and that makes them a very interesting couple indeed. These are broken people, so of course they reach out for love from one another in various ways.

Would a relationship emerge between the two of them? There are many way to consider this, and there is really no concrete answer to determine their relationship.
