A third installment in Jerry Bruckheimer's hit crime-procedural franchise focuses on New York forensic investigator Mac Taylor and his team. Season 4 begins with Mac Taylor Gary Sinise returning from a vacation in London and immediately investigating a murder at the Statue of Liberty, where blood is discovered on the statue's crown and face. Mac soon learns he is being stalked and the numbers in the phone call's time are connected to his past in Chicago. And things get more heated for Stella when an arson fire erupts in her apartment building, and it becomes obvious that Adam A. Buckley has a crush on her. Danny Carmine Giovinazzo goes into an emotionally dark place when a year-old boy in his care is killed, and he can't shake the fact that he is responsible for the boy's death.

The CSIs search for a shooter when Lindsay is injured during what appears to be the attempted murder of a political candidate, and the events in the aftermath lead to a child's death. The cold case of missing boy Tommy Lewis gets reopened when the main suspect in the disappearance is murdered. The team now has to open old wounds and sift through this tightly-knit neighbourhood full of people with reason to kill the suspect. Meanwhile, Jo becomes curious about Mac's problem with words, and her ruffling leads Mac to warn her to stay out of his personal business, however Mac apologizes to Jo in the next episode. On Halloween night, Danny and Lindsay head out to Amityville, where the Duncan family has been found slaughtered in their house. Sheriff Benson thinks the house is cursed, since a family died there in a similar fashion years ago. Benson postulates that Glen Duncan shot his wife Amy and their sons, Charlie and Tony, before committing suicide. While examining the scene in the house, Danny and Lindsay discover the Duncan's daughter, Rose, in the wall, a gunshot wound to her abdomen. The CSIs have her rushed to the hospital.

The case may be connected to the sexual assault of one of the students by another classmate, and a deputy inspector's daughter holds the key to solving the crime.
