Confusion is inherently balanced in PvP even if you are CC-ed as it punishes skill use and does nearly no damage otherwise: if you are CC-ed and cannot break out of it you aren't using skills. If mace had decent confusion output then you would likely see it used on Soulless horror and Matthias in PvE as well. However, I think it is important to note Arenanet rolled hammer and mace into one trait Merciless Hammer that only boosts strike damage. This presents a large dilemma in that mace does nearly no power damage in competitive modes. If confusion comes from a trait that is less of an issue. Also flurry needs to be hardcore reworked. This is a skill from when things like superspeed, resistance etc did not exist. I have cases of landing savage leap right into flurry and ppl still managing to just run outta it's range before it gets around to hitting the target. No dodges, no leaps, just plain keeping the w button pressed.. I kid you not
