First test, restart the computer and while it is restarting press the key that gets you into the BIOS, if you are able to get into the BIOS leave it sitting there to see if it stays there then get back to us if stays in the BIOS. The BIOS does not load per se it is accessed when the correct key is pressed on the keyboard, if you cannot access the BIOS it means one of two things, the keyboard is not working or worse case scenario the BIOS chip is bad. To start, unplug everything onboard from the motherboard, check all PSU connections and make sure that the CPU fan is connected, video card is installed, only have a standard non-RGB or lit keyboard connected to a USB 2. Make note of what they show on a piece of paper.

For me it is rather the motherboard.

I have been attempting to enable Secure Boot after it was disabled I don't know how or why, one day it just disabled, not allowing me to access a couple applications that require it to be enabled. I used to be able to access it, but I did the shutdown which brings it back to options upon restart, forgot about it, pressed "Delete" as I normally would to bring up BIOS, and since then, have not been able to bring up BIOS either with "Delete" or the options menu.
