Turn around to find a locked door that that has a difficulty check of 15 if you decide to lock pick it or you can break down the door.

See, it actually works just fine, you just need to find the specific item that activates it. Now, what you have to do is go all the way to the tip of the map south of the Sussur Tree waypoint. Dig it to obtain a dog collar engraved with magical runes. Equip it and go back to the button. Use the button, and poof, it will spawn a bunch of meat. Well to be fair, it spawns infinite meat as long as you keep pushing the button. Is it worth the hassle? Debatable, though a free source of infinite food sure can come in handy.
