Cartel members can easily be identified as hostile combatants that lack any form of military uniform - generally wearing hoodies and other forms of casual wear. The final and arguably more conspicuous objective requires you to loot and extract 2 Large Contraband Packages. While mission items like the Ashika Island Hard Drive for Break Check have a set location in which they spawn, the Large Contraband Packages do not follow the same rule. You can in fact find multiple packages lying around Hafid Port, and they can be identified as cardboard packages sporting blue tape on their corners.
