Turkey and Azerbaijan are two neighboring countries and also has a history, language and culture partnership. These two countries are expressed to as One Nation Two States and economic and political partnerships of these two countries increasingly continue. The starting point of this study is the language and culture partnership between Turkey and Azerbaijan. The primary objective of this study is to show how often the texts in secondary school textbooks of both countries reflect what values. The determination of textbooks are taken into account the approval of the Ministry of National Education in Turkey and Ministry of Education Rebuplic of Azerbaijan.

In this study, reading comprehension questions in 5, 6, 7 and 8th-grade Turkish textbooks taught in secondary schools in the period of were examined according to the reading skills proficiency levels in PISA.
